Port of Cascade Locks to Open Round 2 of Economic Development Grant Program September 1

Cascade Locks, OR — The Port of Cascade Locks announces the second round of its Economic Development Grant Program will open on September 1, 2025, with applications due on October 31. The Port launched the local economic development initiative last year to provide funding for locally driven projects that align with the goals of the Port’s 2024-2029 Strategic Business Plan and demonstrate measurable benefits to the community. With a focus on supporting local non-profits, businesses, and government agencies, the grant program is designed to accelerate local economic development, support public safety measures, and enhance recreation and tourism in Cascade Locks.

For the fiscal year 2025-26 cycle, the Port will distribute up to $150,000 in total funding. Awards will be made in two program categories – the Small Grants Program will make awards up to $10,000 and the Large Grants Program awards from $10,001 to $50,000. Eligible entities with projects that focus on downtown revitalization, tourism and recreation enhancement, and/or public safety improvements within the Port of Cascade Locks district are encouraged to apply. Grant funds may not be used for political activities, inherently religious activities, or athletic activities of individual schools and community sports teams. Grant recipients are required to provide a minimum 20% match and adhere to reporting requirements, including progress updates and final project reports.

Application Process

The application portal will open at 8:00 AM on September 1, 2025 and will close at midnight on October 31. The Port has contracted with the Mid-Columbia Economic Development District (MCEDD) to administer the grant program. MCEDD staff review all applications for completeness and eligibility and score each proposal based on the scoring criteria set by the Port commission. Award recommendations will be reviewed, and final approval of each award will be made by the Port commission during a regularly scheduled public meeting.
